How big a machine do I need?

I've been trying to load this model on an L40 48GB VRAM machine, but it is telling me that it is running out of memory.:

OutOfMemoryError: CUDA out of memory. Am I doing something wrong or does it take a bigger machine to run this model?

Also, I tried using the GGUF version because it was smaller, but I think it can't be loaded into the python transformers module. Is that correct?

This is the FP16 files, you need the quantized files :

Beware this version (v1) is outdated, I recommand v2.2 or v2.3!

Also you need to use Llama.cpp (inside ooba, or kobold, or pure Llama.cpp)

So I'm a bit confused about the file sizes. So if you assume 13B parameters * 16 bytes per float you are at 208GB - over the size of the VRAM on the machine I'm using. And yet if you add up the file sizes of the shards its only 26GB. Is there some kind of compression going on?

I switched to MLewd-L2-13B-v2-3.q4_K_S.gguf and am using the lamacpp python module. Now it is loading onto the GPU fine. It just isn't using it as you can see from the timings below. Note I have specified that I want 43 layers on the GPU and I can see the GPU memory being used in nvidia-smi. But no gpu processes ever start and the cpus are running. Any idea why that would be?
